Health Care for ECD
Framework on Early Childhood Development in the WHO European Region

A European framework provides an adaptation of the Nurturing Care Framework for the European context and aims to inform countries on measures they can take to enable young children (0 – 8) to reach their full potential equally.  

Who is it for? 

For use by European national governments and key stakeholders.  

Why is it useful? 

  • It is a key component of the European strategy for child and adolescent health and development 2020–2030, giving more detail to the aspects of Early Childhood Development (ECD).  
  • The Framework on Early Childhood Development in the WHO European Region is for every child to reach their full potential – living in a caring environment, nurtured by parents and caregivers, being visible to policy-makers, and having access to health and social care, and services that support and monitor development for each individual child and address developmental difficulties. 
  • It highlights three areas for ECD in Europe: young children’s needs, monitoring a child's development and responding to developmental concerns, and the social and environmental risks to development. 
  • It allows countries to address the main aspects of ECD, review their respective situation against global and regional standards and experiences, and develop action plans.
